What am I doing wrong?

You are probably running a conflicting plugin.

Sounds like Essentials

Indeed, but there's no way to know as he didn't post his log as the first post says is required ;)

Do You Have Essentials Installed? If So, Go Into Essentials.config or Config.yml, (whatever it is called) and change "Op Colour" Or Something Similar To That, From Red Or &3 To White or &f. That Should Stop The Red Name Thingy...

Actually if he's running Essentials he will want to remove the EssentialsChat plugin, as that is what does name formatting. But again, no log, no way for me to know what is happening, so I can't offer any REAL support.

This might be a stupid question.. But how do you get rid of these things from either side of peoples names? "<>" .I can do everything else except this.
I'm using permissionsEx.

The default format does not put <> around players names. Make sure you do not have any conflicting chat plugins installed.

I am trying to fix up the groups in chat on my server. And basically, it's not doing what i want it to do. Here is what my variables file looks like. http://pastebin.com/xmYhpGG6
I am trying to get the default group to have no group prefix or colour. Just the name. But instead i am getting [default] vJuggerz.
Donator, i want it like vJuggerz with no group prefix but instead i am getting [Donator] vJuggerz
Mod, i want it like [Mod] vJuggerz but instead i get [[Mod] Moderator] vJuggerz
Admin, i want it like [Admin] vJuggerz but instead i get [[Admin] Admin] vJuggerz
Owner, i want it like [Owner] vJuggerz but instead i get [[Owner] Owner] vJuggerz

What am i doing wrong?

Set your iname-format to this:
iname-format: +prefix&f +displayname

It's worked apart from the donator rank. It's showing up as all white.

Don't worry, got it to work by adding &f at the end of the iname-format. Thanks heaps for your help!

hello, why there are cyrillic prefixes issues?
If i save my prefixes in ANSI, then http://prntscr.com/7mnxr
If in utf-8, prefix displays as [] and i'm getting
